Rebates (Energy Efficiency Credits)
Residential Energy Efficiency Products
All Energy Efficiency Credits will be in the form of a credit applied to the Member-Owner’s account.
All credits must be applied for within 90 days of product purchase date!
Electric Thermal Storage (ETS) and Thermal Slab Units
Incentive
• Controlled Off-Peak Heating $16/kW, for ETS units controlled by timers or a master control system.
Heated Floors $12/kW for thermal slab units controlled by timers or a master control system.
- CP&L Incentive of $4/kW for electric thermal storage units, thermal slab units controlled by
timers and master control system.
General Information
• No other Tri-State Energy Efficiency Product or special rate/discount shall apply.
• Applies only to electric thermal storage heating installations that are purchased by, or leased to, the member-owner.
• Minimum qualifying load for ETS is 1 kW.
• ETS incentives apply to new and replacement installations.
Electric Water Heaters
Incentive
• CP&L Rebate of $1.50 per gallon for Basic Unit, $3.00 per Gallon for Marathon Water Heater - 30 gallon minimum.
• Heat Pump Water Heater (air to water and may have a back-up resistance element) – Residential units must be Energy Star® rated $350/unit – 30 gallon minimum.
• Ground source heat pump powered (a.k.a. de-superheater) $100/unit.
• $50.00 credit for switching from gas to electric.
General Information
• No other Tri-State energy efficiency credit or special rate/discount shall apply.
• Rebate applies to new or replacement units that are purchased by, or leased to, the member-owner.
• Heat Pump Waste Heat is defined as a water heating unit that utilizes direct exchange waste heat from a ground source or air source heat pump.
• No incentive will be paid for a unit serving as backup for another source such as solar water heating.
Energy Star® Appliances and Recycling
Incentive
• Energy Star® Clothes Dryer $30 per unit for clothes dryer.
• $90 per unit for hybrid clothes dryer (vent-less).
• Refrigerator and/or Freezer Recycling $60 each for recycling a refrigerator or freezer, up to 2 per year.
• Induction Cook Tops/range measuring 30" or larger.
$100 per unit for electric-to-induction replacements
$350 per unit for gas-to-induction replacement or new construction

• No other Tri-State Energy Efficiency Product or special rate/discount shall apply.
• Applies only to equipment that is purchased by the member-owner or a state authorized Low Income Weatherization provider.
• Equipment manufactured under out of date Energy Star® specifications is still Energy Star® rated although it may not be on the latest list. If not on the list please note other confirmation of Energy Star® status.
• Energy Star® refrigerators and freezers must be 7.75 cubic feet or greater.
Smart Thermostats
• $25.00 Limit 2 credits per member per year for 24 volt.
• Limit 5 credits per member per year for line voltage..
Electric Heat Pump
PLEASE NOTE- All air-source heat pump incentives are based on the total “size” of the heat pump system’s outdoor unit or (in some cases) units, specifically the outdoor unit coil capacity in tons; while the indoor unit(s) impact the system efficiency ratings, indoor exchange unit capacities are not to be included in the total system size on the rebate application. One ton is defined as 12,000 BTUs for this purpose.
Ductless Air-Source Heat Pump Incentive
• Minimum eligibility – EnergyStar version 6.1 and/or – 7.8 HSPF2
o $500 for systems equal to or, less than 1.5 tons (18,000 BTUs)
o $1,500 for systems greater than 1.5 tons (18,000 BTUs)
o Rebate cannot exceed 50% of equipment cost
Ducted Air-Source Heat Pump Incentive
• Minimum Eligibility – EnergyStar version 6.1 and/or– 7.8 HSPF2
o $500 for systems equal to or, less than 1.5 tons or 18,000 BTUs
o $1,500 for systems greater than 1.5 tons or 18,000 BTUs
o $500 bonus for dual-fuel; heat pump combined with propane
▪ Heat pump required to provide at least 50% of heated area down to 17 degrees Fahrenheit
Air to Water Heat Pumps Incentive
o $500/ton

• AHRI certification number or document (not applicable for air to water heat pumps)
• Itemized receipt, including breakout of equipment and labor (please see p.3 for clarification on acceptable receipts) Product Guidelines
• Accounts maybe eligible for more than one rebate depending on project scope or building type and will be handled on a case-by-case basis
• HSPF and HSPF2 is an industry performance indicator of heating performance for heat pumps based on the matched set of indoor and outdoor equipment
• AHRI (Air-Conditioning, Heating and Refrigeration Institute) is a trade association that administers a certification program ensuring various types of equipment perform according to manufactures published claims (this documentation should be provided by the contractor or sales representative)
• EnergyStar is a joint program of the U.S. Environmental Protection Agency and the U.S. Department of Energy that provides information on the energy consumption of products and devices using standardized methods https://www.energystar.gov/
Electric Heat Pump – Ground Source
Incentive
• $500 per ton for new systems
• $250 per ton for replacement systems
• $100 per unit for ground source heat pump powered hot water (a.k.a. desuperheater)

• Itemized receipt, including breakout of equipment and labor (please see p.3 for clarification on acceptable receipts)
Product Guidelines
• EnergyStar® rating not required
• New or replacement ground source heat pumps with closed-loop or open-loop water source heat pumps qualify
• A desuperheater is an optional heat transfer device for domestic water-heating from a ground source heat pump
• Back-up and/or hot water storage tanks associated with a desuperheater are not eligible for additional rebates
• EER is an industry standard ratio of the cooling capacity to the power input
• COP is an industry standard ratio of useful heating or cooling provided to work required
Whole House Fan
• $100.00 per unit Installed in to home - not a window unit.
• Limit 2 per member account.
Evaporative Cooler
• $200.00 Minimum 2500 CFM. Replacement or New installations. Window or Portable Units not included.
Low Income Weatherization
Incentive
• Tri-State will match up to $500 per household in Member System payments to their local Weatherization Agency for approved measures. “Round-up” and similar programs associated directly with the Member System qualify as matching funds.
General Information
• No other Tri-State Energy Efficiency Product or special rate/discount shall apply.
• Applies only to materials and labor provided by a state authorized local low income Weatherization Agency (WA) not covered by other Tri-State rebates, such as Energy Star® rated refrigerators or LED light bulbs.
• Multi-family housing may have a special case where only a portion of the units are occupied by low-income qualified participants. There are Federal guidelines which Tri-State will follow that indicate the percentage of low-income units that must qualify before all units may be retrofit under the program.
• See separate listing of contacts located on the MIC for state Low Income Weatherization Programs to coordinate incentives and potential program users.
• Items covered under the Weatherization rebate. o Insulation for walls, attics, floors, pipes, and ducts.
• Storm windows and doors.
• Replacement windows and doors.
• Caulking, sealing, and weather-stripping.
• Water heater insulation and heat traps.
• Compact fluorescent light bulbs.
• Member-owners must meet the income and other qualifications of the Federal Weatherization Assistance Program as implemented in their state and be participating in the program. They may own or rent their residences: single family homes, duplexes, and other rental locations where at least 66% of the units qualify under the low- income guidelines.
• Payments from the Member System are expected to be made to the local Weatherization on Agency
Outdoor Power Equipment Electrification
• Battery and corded electric equipment only.
• Members limited to one rebate per product except e-bikes.
• An aggregated maximum rebate of $300 per member account excludes riding lawn mowers.
• 2-stage/motor Snow Blower - 25% of cost up to$250.00.
• 25% of cost up to $1000 for riding mower.
• 25% of cost up to $150 for snow blowers, walk-behind mowers and e-bikes.
• 25% of cost up to $100 for chainsaws.
• 25% of cost up to $50 for trimmers, leaf blowers & power washers.
• 50% of cost up to $25 for additional batteries with original purchase/application.
Electric Vehicle Chargers
• Member systems and member consumers are eligible for rebates.
• Member systems and member consumers are required to comply with all applicable building and electric codes.
• All equipment and installation costs are required to be submitted on one application.
• One rebate per installed charger, multiple charge ports do not qualify for multiple rebates.
• Managed charger programs include member system time of use electric rate.
Level 2 (L2) - No retail sale or fee collection capability
• 50% of total equipment and installation costs up to $250 for non-managed chargers. Limit 2 per member account.
DCFC and L2 - Retail sale or fee collection capable.
• 50% of total equipment and installation costs up to $1000 for L2.
• 50% of total equipment and installation costs up to $3000 for DCFC rated between 50-75 kW.
• 50% of total equipment and installation costs up to $5000 for DCFC rated between 76-149kW.
• 50% of total equipment and installation costs up to $7500 for DCFC rated 150kW & above.
